The provider requires Internet connection because is cloud-based. You don't need to create and edit localization dictionaries, because every resource (like strings) is translated using cloud services.
You need the right ApiKey depending on which translator is used.
If you use Microsoft Translator, you can get it on Azure Portal (https://portal.azure.com/). If you use Google Translator, you can get it on Google Cloud (https://cloud.google.com).
