NuGet Extend NuGet Package

Adds an "AddExtension" command to NuGet.exe.
To use this package, install the package using NuGet.exe to %LocalAppData%\NuGet\Commands
NuGet.exe Install /ExcludeVersion /OutputDir %LocalAppData%\NuGet\Commands AddConsoleExtension.
