Version 12 works with both .NET Framework and .NET Core, has much less dependencies and many other benifits over 10.0. ArcGISServerRest Layer is included in the main package ThinkGeo.Core in Version 12.
The ArcGIS Server REST layer provides a built-in means for retrieving geospatial data from ESRI’s ArcGIS Server and displaying it seamlessly within your Map Suite applications. Additional improvements will be made to this sample to support projections, and much more.
