Mu-ConfigTransformationTool NuGet Package

Project Mu Build Helper Plugin that provides XML transform support by using Denis Gladkikh's ctt.exe tool (https://www.outcoldman.com/en/archive/2010/08/26/config-transformation-tool-using-xdt-transformation/).

This helper allows XDT to be used during UEFI builds.
