Ansa.Gramadan.Standard NuGet Package

Very experimental, very untested .NET Standard implementation of Michal Boleslav Měchura's Gramadán computational grammar of Irish.

Testing the build on my own NuGet feed to see if it's feasible; will PR back to original repository if there's something there.
