Algorithm Configuration Helper for SMAC NuGet Package

This little library does two things.

It lets you define the parameters of your application in C# as well as their dependencies and generated a SMAC parameter file. On the other hand it uses NDesk.Options to expose these parameters, so that SMAC can call your application and tune your algorithms.
