This package will ensure that the 'ProviderServices' msi for MS Sync Framework is installed, and it will then add references to the necessary assemblies:
Microsoft.Synchronization.Files.dll,
Microsoft.Synchronization.MetadataStorage.dll,
Microsoft.Synchronization.SimpleProviders.dll
